It is more correct to ask "who did make war with the beast," rather than "who can." Clearly you are referring to the symbolic "Babylon" mentioned primarily in Revelation, chapters 17 and 18. Since the prophecies of that book were for the generation to whom they were first written (Revelation 1:1-"must soon come to pass"), and since Babylon is clearly identified in Revelation 17:7-18 as the Roman Empire, then we are talking about something that happened approximately 1900 years ago.
Be that as it may, who made war with the beast? The book of Revelation itself answers the question. Revelation 17:14 says that the Lamb, Jesus the Messiah, and those who follow him, the church, made war with Rome, and conquered.
